Preheat oven to 350°F. Spray a 9x9-inch square baking dish with nonstick cooking spray and set aside.

In a medium bowl, stir together 1 cup self-rising flour with 1 cup granulated sugar.

Add in 1 cup milk, ½ cup melted salted butter, and 1 teaspoon vanilla extract. Stir until combined.

Spread the mixture into the prepared baking dish and top evenly with 2 cups fresh blueberries. Sprinkle ¼ cup sugar evenly on top.

Bake uncovered on the middle oven rack for 45 minutes to 1 hour, until the top is light golden brown and a toothpick comes out clean.
