Preheat the oven to 350ºF and spray a 9×13 casserole dish with cooking spray.

In a large skillet over medium heat, brown the ground beef and sausage together. Drain any fat and discard. Add minced garlic and spaghetti sauce, then simmer for 5 minutes.

In a large bowl, mix together ricotta cheese, 2 cups of shredded mozzarella, eggs, ½ cup Parmesan, parsley, salt, and ground pepper. Mix well.

Spread ¾ cup of sauce on the bottom of the baking dish. Cover the bottom with 3 uncooked lasagna noodles. Add ⅓ of the cheese mixture and ¼ of the sauce. Repeat layers (noodles, cheese, sauce) twice.

Top with 3 noodles, remaining sauce, the last 1 cup of mozzarella, and the remaining Parmesan cheese. Add ½ cup water if the sauce is very thick; adjust based on the type of sauce.

Spray a sheet of aluminum foil with cooking spray and cover the baking dish (sprayed side down). Bake in the preheated oven for 50 minutes. Uncover and bake for an additional 10 minutes.

Allow the lasagna to stand for 10 minutes before serving.
