Heat a large skillet on medium-high heat. Add the ground beef and diced onion and cook until browned. Drain the extra fat, then add chili powder, cayenne, and salt. Stir thoroughly. Add 2 cups of water.

In a small bowl, mix the cornstarch and the remaining 2 tablespoons of water. Stir the mixture into the skillet with the beef. Bring to a simmer and cook until thickened.

Add refried beans and tomato paste to the skillet. Stir until fully combined, then add 1 1/2 cups of cheese and mix until melted.

Warm a tortilla in the microwave for 15 seconds to soften. Place on a cutting board, add a pinch of shredded cheese, followed by 1/4 to 1/2 cup of the meat mixture. Fold in the sides and roll the tortilla into a log.

Serve warm with sour cream and salsa, if desired.
